Can people get their free skin taken away?

Hello! :D i recently just encountered a very toxic riven in a game, and they claim to have gotten their free skin already. The player was acting very rudely in all chat and more than likely team chat. We all reported her after the game, but i'm just wondering if people can get their skin taken away? Like, if Riot does this only once a year, the bad players would just be good for maybe a month or so, then when they get their skin, they would go back to their normal ways, which is very ineffective on Riot's part. So can people get their skin taken away or no?
