Most Underrated Games

So, I had a thinky thought with my thinking brain, and I was thinking about how much Fallout 4 has been hated (wrongfully hated, but right to be disappointed), and I started to think about some under-rated games. Biggest thing that comes to mind for me is Okami, which I think is a near perfect game at most everything. It introduces gameplay mechanics that are actually useful, both in and out of battle, it has great characters and a great story, and it has a subjectively amazing art style.

What games do you peoples think were under-rated?
