Leveling from level 20 to 30

Is that normal that i get level 30 ranked gold and higher ? It make the game pretty much one sided because i don't have runes and masteries neither alot of champion.

You could be on a winning streak, and people in gold could be on a losing streak. If I'm hearing what you're saying correctly.

I'm level 26 and i'm not on winning streak, far from that, i keep get people that just feed enemy team and i barely even get to win lately.
