The changes to the refer-a-friend system got me like 5000 ip and now I have like 8000. I was thinking of buying Vi when I started saving up my ip, and I want to know what you guys think and her strengths and weaknesses before making a decision.

I may or may not have simply copied that from a Mobafire guide pros/cons section. My first jungler and one of my favorites, I definitely vouch for her.
Vi is a very strong jungler and fighter and her ult allows to shut down an enemy adc very quickly before the team fight breaks out. After going all in your passive and defence will allow your team to follow up to finish the others.
The problem with Vi is that she doesn't have any slows or stuns to stay locked when chasing, although her q is powerful to keep the chase on but after a few punches you are behind an enemy again.
The best thing is that Vi ult won't stop until it hits her target. Which normally cause players to panic and waste a mobility escape or flash.
My biggest warning is that she seems to be one of the bigger victims of the Abilities breaking bug, Mostly her Q which as any Vi will tell you is the last ability you want to loose accesses to, that aside i usually find her fun and rewarding, maybe put it off until Riot combs through the code and finds the cause of that bug,
