Why was the boards made in the first place? Was the format of the old forums bad? Or was it the community or something?

There were a couple reasons. A big part of it was an issue of scale. Those forums weren't really meant to handle the sort of volume of users and posts that GD ended up with. At that scale, inefficiencies and instabilities show up and cause problems. That's a bit part of why many of the features that people 'demanded' (ones they see on every other forum they go to) weren't available or were removed.
Also, with the forums being based on a pre-existing platform that Riot didn't build themselves, it would have been much more difficult to change and optimize the existing forums so they could work at that large of a scale. It was actually easier for them to just build a platform from the ground up. One that they could design with future scaling in mind. And one that, should issues arise in the future, they own all the assets to, so they can readily modify them as they please.
