Riot isn't sitting on their hands, but it certainly feels like it, and it's super frustrating.

In fact, the element of this that really breaks my heart, the thing that pushed me to write this, is those players that feel like they have been abandoned or neglected. Wow, that is so not the way we talk about players at work. Riot is a company that wears its heart on its sleeve.

In the meantime, we do have Twisted Treeline, Crystal Scar and Howling Abyss, and we want to keep supporting them, recognizing that they aren't as central to the game as Summoner's Rift and therefore will probably never have the audience of Summoner's Rift. We also understand the perception of a vicious spiral here. Specifically, the less attention Riot pays to those maps, the less likely the audience is to grow, which means Riot is less likely to pay additional attention, and so on.
Meanwhile the Pool Party event came, the community passed the minion milestone, and only SR gets the Pool Party minions. It's essentially recolored minions with hats, yet Riot didn't even bother giving the alternate maps that modicum of recognition.
It's always depressingly hilarious whenever a Rioter mentions the company being focused on players.
