Where are the runes?

Id appreciate it if some one could help me locate where all the runes to purchase are. In the runes section of my profile there are buttons that have different types of rune categories but when I click them nothing happens, and there are no runes for sale anywhere in that area. In the shop, I can not find the runes either. Where are the runes to buy? I definitely feel the disadvantage of not having them.
