@Riot - Vel'Koz (please read)

So I am going to Army basic training April 1st (not fooling) and I am really curious as to whether I will be able to play Vel'Koz or not. I am not asking for a date or anything of the sort, just a yes or no answer as to whether I will be able to play him!

The next time I will be able to play League will be after EOD school March 2015, so I would love to be able to play one final new champion!
