Does The New Report System Read Logs?

How does this new report system work? Does it do anything? I had a player in game and in post game tell me to kill myself, verbally attack me, etc. and I reported him and like, nothing. I realize regular reports don't do anything, unfortunately, but I thought riot actually cared if people are telling players to kill themselves, or talking about players families, etc.

After accumulating X amount of reports your logs get scanned and if X amount of hits are recorded you are punished.

After someone gets enough reports, or more importantly reported in enough games, it triggers an automated review of your chat. Punishments are then handed out based on the results of that review.
