The reason that they both are weak is due to the current meta of tanks. They do not have the attack speed to effectively use BORK like the other ADCs can. Ezreal's problem is a REALLY weak early game unlike some of the other ADCs and takes a long time to scale. While someone like Vayne will have their BORK, EZ will have just finished his pre souped up manamune.

Lucian's problem is that he falls off late game due to the weak damage on his R and the fact that it has to be lined up perfectly and can be easily tanked through even through a black cleaver.

I agree they both need to be buffed as even watching ez in the latest LCS game he seemed rather underwhelming.
