Suggestion to Riot for Leveling New Accounts

Idea for Riot to help players level an account, here it goes...

Once a player levels an account to 30, and after an additional number of games (let's say 25), they should be sent a Congratulatory email on their dedication on the fields of justice, and a unique tag should be attached to the account. What does this unique tag do? Well, if the player decides to create a new account, the account creation screen will have a section to enter your current level 30 information (username/password) as verification. When the new account is created, the unique tag will allow the low level account to have built in experience (XP) gains. The XP gains should persist through max level, with no expiration date. These accounts though, should not otherwise be linked in any capacity.

Why is this fair? Because the player will still have to grind; it's not a free level 30. It just saves time, and it's a nice reward for dedicated players. Also, accounts leveled to 30 through this special feature will not have the ability to replicate the perk ad infitum. So, if you want to level an additional another account, that needs to start fresh. There's one more advantage built into this system I can think of. If your current level 30 account is currently chat restricted or banned, the special perk will be temporarily deactivated until behavior has improved.

It might not be perfect, but I think it's a great place to start and worth a discussion. What are your thoughts?
