What do I have to do to change a champion's icon on my computer?

Because I've seen that it is possible to modify the in-game appearance of a champion (MagikarpUsedFly making Garen look like Link) and to modify the champion's icon (I saw that some streamer has Amumu's icon set as Ronald McDonald).

What would I have to do to make either one of these changes on my computer?
