They've never done this lore focus before, and its affecting gameplay in a way that isn't just "Look we got a new mode for you to play." We're always given the choice to play new modes that greatly effect gameplay, getting to play a champion needs to have the same player agency.

There was a GP bug with Draven and Riot is trying to make it seem like it is lore related.
