So I've been wonder about banners in league... currently i have:
-58 Honors in "Friendly"
-23 Honors in "Helpful"
-103 Honors in "Teamwork"
-95 Honors in "Honorable Opponent"
And I've played about 600 normal games 
...
So how do you get banners? 
Yeah, what Bunta said. It's not based on the total amount you have, but rather how frequently you actually get them, and the more games you've played in total, the more frequently you have to receive them. Also, once you have an Honor Badge, you have to continue to receive honors frequently, otherwise you will lose the badge eventually. However, once you have a badge, I don't think you have to receive honors as frequently as you did to actually get the badge in the first place.
Lastly, and I'm not 100% sure about this, but I think that any honors you receive from friends who are in your premade group don't really count towards getting a badge. Again, I'm not 100% sure about this part, so don't quote me on it.
They are only given to like the top 10% in each of those, so it's a very very very small chance.
Banners are only given if you consecutively get honors. like basically getting everyone in your group to honor you in every single game! It also decided by on your total games. the higher it is the higher you need to constantly get honors! its not based on the total or else anyone could abuse it and tell people/friends to honor them in a certain area to up their chances of getting the banner!

Honors from friends/pre-mades do count, just not as high/much more as someone who isnt your friend/random people!
