Are pre- and post-game chats included in a report?

Because people flame in post-game chat like there's no tomorrow, expecting not to get banned for it. Well, they are right, since flamers aren't banned either way, but is there at least a chance they'll get punished for insults after the game?

I have had people are are extremely toxic before a game even starts. I copy the text and include it in my report about this person, because often times they think they will be smart and not be toxic in game, but only do so before and after.
