Why i got no 10-year gift?
I started the game my first time ever on like February isn't that from the last couple of months?

It not out to all accounts yet.
Due to the nature of this particular gift and the way it varies by account, we’re not able to simultaneously grant it to everyone. This means it may take a few days for the gift to show on your account. We’re asking for a bit of patience through next week as we pick up all the stragglers—if you don’t have it by 9/23, let Player Support know. Additionally, players using the alpha League client may receive the gift but not a notice—double-check your account before opening a ticket.
They are still giving them out and even have a grace period so if you play one this week (or next week I think) then you will get the gift still

Every account gets it. Like all other events like this they probably do it in batches. Because of that it will take a while since they need to give it out to possible millions of accounts. They cannot do it within a day let alone a couple of days!
i have been playing for years and i havent gotten mine yet either. i sit and wait because they gave a date as of next monday the 19th they are going to start giving them out. Riot has a history of sometimes missing people, but a good rule of thumb is wait a week after the time you expect it, then open a support ticket. These things are actually handled pretty efficiently.
Learn to be patient, not like you're entitled to it anyways.
