If they were to nerf him, they would probably need to nerf 
and 
with their invisibility and invulnerability (for when they clone).
However, although these champs and Fizz are very annoying, they still have windows where they can be CC'd or attacked. The troll pole also doesn't protect against DoT's if I remember correctly.
that is the point of urf.... ulta rapid fire mode... to spam abilities with no cost and have fun and not to take the game seriously what so ever
