If you hover over it in the loot tab of the launcher it says "commemorates the VS. victor by 7/4/17 23:59 PT." so what we can sum up from that, is that its going to be either a chaos or order emblem, what will it do we don't know but that's what we can assume it will be.
The fetch does "title" mean????????
