Why is gifting disabled???

So I've been logging in everyday to see if elemental lux came out yet (finally she has) to gift her to my brother who is a lux main. To my surprise gifting is disabled so now i can't even get her to him. Is there a fix to this or am i just going to have to wait for it to become enabled again?

Log onto the legacy client then you can gift. To do so launch league and at the sign in you click launch legacy client in the bottom right hand corner. I am not sure why they wont update it so you can just do it on the beta client.
