Can someone help me understand this again?

3 S or S+ scores for a champion to get lvl 7. Right? And in the hex crafting you have already gotten to lvl 6 and now you have a 2 under your champion and the required blue and the notification saying you achieved the mastery. Why wont it upgrade to lvl 7? And why wont riot respond 2 times in over 10 hours? Am I missing something? This isn't my first lvl 7 champion so what am I missing?
