Help with Game Launcher

When switching regions, LoL has the option to change the region server and the language option. the problem is that this language option is locked to only one language.

Why is it there? Are there any servers with several languages implemented? Is there any other way other than changing the rads log to change the language to english regardless of the server? Especially without screwing up the home screen and such, since most servers have almost the same news and notifications in the home screen (i wouldn't mind watching the server-specific things anyways)

Please new GD, help me with this garbage. Spanish VO's are fucking horrible.
