Is anybody else lagging all of a sudden?

I believe the initial start of the server move was completely awesome and successful. But I also feel like as of recent, the first couple games of the day are pretty good, but after that some friends and I have been lagging a lot. To the point where adc-ing is almost impossible.

I say this because the lag causes me to have to right click 2-3 times for the game to actually register that i'm moving, attacking, or even buying an item. Example, if I am playing adc, I am walking back and forth to last hit a minion, I attack it to last hit and click to move away once my auto animation is shot out, but: 1) my champ will just stay there and auto the next minion and 2) the blue(or green) move indicator won't show. Some games, its really bad and i have to spam right click several times before i buy an item that I want.

I managed to lower the Graphics to Medium Low(which is pretty bad), and it helped out a little bit but didn't completely fix it.

I am just wondering if it's just my friends and I. I doubt it's my mouse because other games and everything else, my right click works perfectly fine. Oh yea, also in game my mouse sometimes spazzes out and shoots halfway across the screen making skill shots VERY difficult to land. But when the screen is minimized or I'm not in a game, it's fine.
