League of legends' language tab

Hello there ! hope you're having a great day :) I was wondering, recently, why the NA server doesn't allow French for client language? As I know of, Canada is a part of North America, and Quebec (a place where people only or mostly speak french) is a part of Canada. This is just me being curious. I'm native frrom Quebec and I am lucky for being bilingual ! Thanks :)
