Why can't you craft Skin Essence into Champion Shards?

I keep getting Legendary Skins that I already have, which is a lot of orange essence. But I'm trying to get some new champions and champion shards, and I have a bunch of useless orange essence.

So why can't they make it so that I can get Champion Shards with orange essence?
