Some numbers on "Riots Free mystery skin"

Hello everyone. Seeing that this new mystery gift for good behavior was given out, Lyte said that around 95% of players were eligible. I was just curious if I could see the numbers on who was not eligible and what rank they were? As some one who thoroughly enjoyed league 1-30, and enjoys it now, I would no longer consider myself a toxic player. But my climb from bronze 5 to silver 5 got the best of me and I received a 2-week ban which was deserved. Now that I play at around silver 3-4 mmr with some people who actually know what to do and aren't toxic trolls/feeders and can take blame for mistakes, I find myself much less toxic and very very rarely do I ever get a report notice. I was just to see if the numbers in bronze for being non eligible were a lot different than the ones in silver, gold, plat etc. Thank you!
