Do the "Traditional" legacy skins ever come out of legacy temporarily, or have they ever?

I've wanted to get my hands on traditional karma since the day I began using her, and after countless mystery skin exchanges I'm frankly losing any hope of getting it XD. Do any of you guys know if these skins come out of legacy and are put on the store? I'm hoping they do because I'm spending $1,000,000,000,000 to make sure I get that skin :D
