question about the new black cleaver

why did they take brutalizer out of the build path?

brutalizer still gives the cdr, but also gives the armor pen which actually makes sense (as opposed to a kindlegem providing armor shred). also, the phage already gives hp and ms, so to me the brutalizer makes more sense as the other half.

has riot mentioned anything about the future of brutalizer? because the fix for the single build path for phage only caused the same issue for brutalizer. would having the brutalizer build into cleaver restrict the amount of hp cleaver would be allowed to have?

i know, its a lot of lame questions, but I've been away from the game for a few weeks and havent been keeping up with patch notes
