Having Trouble Creating a Club

When I enter my club name and click the "create" button, nothing happens. It just kind of clicks but then everything stays the same. I don't get a message saying club name is still used or anything. Just keep on clicking that button but nothing happens. Do you have to be a certain level to create a club? I'm level 9. I don't get a box saying that you do and I've seen people in my games that were in clubs.
