well wars these days are decided by who has the most nukes and the best defense against nukes. couple candidates here:
evelynn can stealth in and disable all the nukes if they dont buy pink wards braum could shield 1 nuke every 10 seconds so that would be pretty sweet

All champions as they are, barring theoretical infinities like Xerath, Syndra, Veigar, or Nasus, it'd probably be . Fast, extremely hard to kill, very dangerous in close combat. Able to smack people with holy fire at a range only slightly less than that of a handgun (Let's see your ballistic vest stop THAT!) and greater than that of a shotgun. And since she's been at war for thousands of years, she's probably a hell of a strategist and tactician too.
Plus every Abrahamic religion in the world would probably side with the angel. She'd prolly be BFFs with the Pope.
For runners-up, 
would be extremely dangerous due to the modern reliance on technology (Hack ALL the missiles!) and 
simply due to the fact he's a long-term planner who is brilliant with strategy and tactics, all of which are very important in armed conflict.
