Someone might just have a bad game if they're ending up feeding. I've played Nami more recently than any other champion, and the last game I had as her I died around 10 times, most of those during the laning phase due to laning against a Zilean support for the first time in forever.
And as far as CS goes, even by level 30, people are still learning the game. In normals at least, there may be some people who are trying new champions and don't have how to CS down with them yet. For instance, with Karthus you CS with his Q, where unlike Nasus and Veigar who have stackable damage built upon those, Karthus doesn't stack in the same way. It might be intimidating for someone that may only have just reached level 30 and are having their first couple of games as him. If you're talking about ranked, then I'd agree with you, but the other team is just as likely to have people like that on their team as well.
Just tough it out. Matchmaking will sort itself out eventually, you're not necessarily bound to what rank you get at placements. If you're noticing that you're improving yourself, then who cares what color badge is next to your name. I'd recommend making friends with people you notice are non-toxic (this as a priority IMO) and are competent at the game. You can queue together with them if you want, and have more fun than what you would have in solo queue. You just have to accept that sometimes matchmaking works out like that in solo queue.
Don't stress about it, it just leads to anger down the line.
