I don't generally look at the selection chat and spend the time reading on my second screen. Please add the ding back to the selection screen rather than the count down beats. Just dodged because most times people take the full 30 secs to ban and pick champs, which is mind numbing.

...which is unfortunately the exact opposite of the champion selection idea. They wanted people to pay attention during selection so they added the requirement to lock in. Alerting you when it's your turn to choose gives you more encouragement to afk.
I understand what you want Riot... you want players to talk and strategise during banning and selection phases. However, no amount of chaining people to their computer is going to force them to communicate.
Mine automatically takes the window back into priority when its my turn to do anything and I go to anything else.
