something needs to change about new players in ranked

I'm silver 5 and not that great. I'll admit that. However, it is totally unreasonable for me to be matched with a person who has a total of 88 wins, has been playing for 3 months, and has never played ranked before. I am not physically capable of carrying him because he doesnt even know what ahri's ult is, or voli's passive. Like what do I do with that? Everyone on the other team is ranked except one person. How is that fair for me? How do I win that? People with less that 200 wins in total should be playing in with bronze players unless they have really high mmr from doing well in normals. It honestly ruins my games.
