so veigar is balanced...

so let's talk about how strong veigar is. I had 1500 ap ish by 45 minutes. no matter how much MR the enemy team stacked I still did tons of damage. Like it wasn't even fair. I could kill the enemy Cait in one w or q. Now that his ult scales with missing health he's no longer a niche pick against mages he deletes literally everyone and can just snowball out of control in a matter of minutes. He definitely needs to be changed.
