Negative behavior punishment should be harsher
Might get flamed, but BOY would this problem rectify itself a lot more quickly, which honestly needs to happen. Would help with new players facing against smurfs.

Riot is dialing it in, I think. They tried harsher punishment this season and held it up for everyone to see that some people were being punished. I think they're waiting to evaluate the fallout of that decision before choosing more or less harsh methods in the future.
what if you get reported for having a negative attitude but it was the result of people hacking you (using 3rd party programs) in -game?
I think the problem for harsher punishments is I've seen plenty of people who got reported for giving constructed criticism, and still receive the big punishment.
