Why Wriggle's Lantern still in item sets list?
Wasn't it removed from the game way back?

Yes it was removed from Summoner's Rift but it is still an item on Twisted Treeline.
I believe that Madred's upgrades into Grez's Spectral Lantern, not Wriggle's. There aren't any ward items on Twisted Treeline. Wriggle's isn't usable on any map right now.
