I just noticed Prime Time Draven and Surprise Party Fiddlesticks are only 975, all of the others are still 1820, does anyone know if they're all lowering or is it just these two? Like hopefully Final Boss possibly?

Those two skins are on permanent discount because they were released for specific instances. Surprise Party Fiddle for League's second anniversary, and Primetime Draven for making LoL eSports so big
