So i have every champ and basically Every needed Rune so i was wondering if there were any plans for some thing new for people to spend it on i mean i'm sitting at 28,000 and nothing to use it on until new champs come out. So is IP just useless for me until the next new champ comes out months later?
People complain about IP not being easy enough to get, it takes to long to get everything. People who have too much IP complain about not being able to do anything with it.

When you get 100k IP hit me up. You can join the 100k with nothing to spend it on club. I'm personally working towards the 200k Club myself. They have slightly nicer drinks.

We didn't include any IP sink in this iteration of the system, since we wanted it to be valuable to both new and old players and thought it was better to just give away the rewards for free rather than to (IP) charge for them.
With that being said, the problem of large IP balances is definitely on our radar and we're looking at ways to help improve the situation this year.
