Terrible Summoners don't get enough punishment. Vote System? Review Website?

Why do people who sit in the back of your base and afk because you stole one of his cs or he needed that blue buff at level 16 and not get punishment if they spend the entire game running back and forth unless everybody reports them? Even after the punishment is miniscule. I think we should get a vote button, that if all the other players on the queue find somebody to be acting terrible at the first(and possibly a review site for each summoner that shows who is good and who is just a jerk to play with). If people started checking some summoner review site often and using it in addition to the voting poll, we would have so many of those trolls removed, and more players would be inclined to start playing better to get that awesome review because the good reviews would make it seem like your bad game isn't you being a total noob, just a bad start or misclick. summoner 11 the trolls for good! summoner 7 the players that have a bad game!

If they actually AFK or do useless things like running in circles in the fountain, they get auto-punished by LeaverBuster. Instantly.

If they're just bad, that is what MMR is for.

If they're deliberately trolling and get reported frequently, they'll get banned.

Most trolling is from players who are normally fine and just having a bad day. The ones who just go around trolling every game (or even every 10th game) get banned quickly.

Too many circumstances where people flame each other for no reason.

I had a support threaten to report me all game for "making bad decisions and trolling him." We win the game, I ended up doing some significant things throughout despite losing lane, he persists through end game chat that he has enough evidence in chat to ban me and how I got carried hard.

Do I deserve to be on some list with an angry kid writing about me?
