1- Yes. Riot is really lazy. See PBE and no one testing nerfs/buffs. 2- If there is an idiot to buy it, they will sell. I still don't understadn how can people buy chroma. A 30 minute recolor. 3- Nope. Support and jungel tanks are now the worst roles in ranked, since they will deal no damage at all.
Ok so Bard is not a bad champion. He takes getting used to if you want to perform well on him. You can check it out here: http://champion.gg/champion/Bard His win rate jumps from 42% among people with 1-15 games played to 54% among people with 15+ games played with Bard.
I know a lot of people like lore that is fleshed out and relevant, but to me it really doesn't matter. I've played over 900 Poppy games, but not once have I cared about her lore. I think we just agree to disagree when it comes to how important lore is.
In the past there have been achievement-only rewards, however these are usually tied to events and not available all the time. Don't forget that there are ranked rewards that can only be unlocked through playing the game--summoner icon, victorious skin, and loading screen border.
League is a team game. I don't think you should be getting points for individual accomplishments, especially on a loss. Winning should be the number one priority, not stat padding damage. Intentional trolls are rare.
Riot is a big company. They work on fixing the game and making skins simultaneously. They don't have to just focus on one.
