What If?

Now, I know I am by no means a professional at this game. I have good games and I have bad games, but I truly feel that I can be considered above my elo rating. My question is, why couldn't there be a system for players who believe they should be re-ranked that could possibly be like an elo-reset. Make it very exclusive like once a season, so it cannot be spammed, and you really do have to try hard to prove your better than where you were. I was very bad when I first jumped into ranked, so I feel as though I've been caught in a situation that is much harder to climb out than I have the time for. Just food for thought. I would really like to get a response from a red so upvote, please.
