New Game Mode?

I was looking through the list of summoner spells and i noticed two weird ones. "Garrison" and "Clairvoyance". Now I've never seen these used, and they are apparently used for the game mode Dominion? Lots of the other spells are listed as available on Dominion as well.

Is this a sneak peak from Riot showing us a new game mode?
