In most lane matchups (speaking from bot lane perspective), you wont win the lane against mord if he is playing like a huge lane bully (the way he is supposed to). However, if he is farming normally and not really harassing you, you can out trade him, especially if he is going with an AD build, because mord scales way better with AP. Most of the time though, you wont win the lane without help from your jungler, or if the enemy makes a big mistake. Most mord players will take the brace as their starting item, so dont use up any of your spells while he has charges ready, cause he will just heal back up with them. Not sure about ADC matchups, but someone like lulu, morgana, and nautilus would fare well against him. Morgan can just spell shield you to block atleast 1 ability, lulu polymorphs him to make him useless, and nautilus can just tank everything.

you just need to time the stuns correctly so that hes perma stunned while vayne shreds him

Ahri , Alistar , Anivia , Annie , Ashe , Azir , Bard , Braum , Caitlyn , Cassiopeia , Corki , Darius , Ekko , Elise , Ezreal , Fiddlesticks , Fiora , Fizz to a fairly low extent, Garen , Gnar , Heimerdinger , JarvanIV , Jax , Kalista , Karma , Kassadin , Katarina if she isn't bad and can roam well or get fed off mid lane, Kayle , Kennen , Kindred if you he doesn't beat you down using WER then predict the ult and save his Q until just as it ends so he can get the third hit which is easy to deal with 1v1 since you can just Q away as it ends and get not only damage but also distance, Lulu , Lux , Malzahar , Maokai , MasterYi late game if he can meditate the Q damage and has the damage himself to burn him down before Wuju style fades, Morgana because she just Q's you and you get kicked for inactivity, Nasus if he has enough stacks, Nautilus , , and Leona technically since their jobs are not to win the fight but to keep you there long enough for help to come they however do not have the damage(with malphite being the only acception IF he builds AD/AP) Poppy , because Poppy , Renekton , Riven , Shaco , Shyvana , Singed , TahmKench , Teemo , Tristana , Viktor , Xerath , XinZhao , and Ziggs ...basically anyone who can poke him out. who has a way to get distance if he gets to you most may not be counters but only people who say they can't beat him easily 1v1 are babies who want to cry cus they lost to one of the easiest lanes in the game.
