Can't buy RP after Patch 6.6

Before Patch 6.6 I was free to use my credit card as much as I wanted, without fail every time(as long as I wasn't broke of course) and ever since Patch 6.6 rolled out I keep getting Error messages, such as "Max numbers of attempts have been made try again in 24 hours" and it's been this way for... 96 hours.

I was able to purchase RP one time though, and it was 10$ just to see if it would go through, and when it did I got hope, now I'm just stuck with that error message.

is there anyone else that has been running into this problem? Or is it just me and someone has been trying to use my credit card somewhere else around the world which has compromised my own card?

I'm not blaming Riot for denying me access to RP, I'm just blaming buggy shops. Or I'm a f**king idiot and someone has actually figured out my card numbers.
