Barring experience boosters, what's the fastest way to hit 30? Bots? Aram? Normals?

Edit: I'm not new, I'm just making an account to play with a friend on EUW. I want to hit 30 so we can fairly play together rather than stomp mid level 20s. Don't take it as me wanting to rush to 30 and ruin someone's ranked experience.
