Because the reason is stupid. They stated that it's too much for some area's in the world, so nobody gets it. Worst part about it to is worse stuff is in there and even Gragas has a skin where HE HAS A CIGAR! So there's 0 excuse.

The reason isn't stupid. Having a T rating instead of an M rating (or equivalent) makes a big difference in who purchase/plays your game. The cigar change is for that reason. Many movies try and get a PG-13 rating for the same reason.

Additionally, people seem to forget that Riot specifically mentioned that the issues these laws had was with the "core" product. The "core" of League of Legends is the game played without any paid content. Graves's default splash art is thus part of the "core" of the game, while Esquire Gragas's splash art is outside the "core" (and is a cigarette instead of a cigar, which might make a difference in the legal context).

All other comparisons (alcohol, violence, portrayal of women, etc) don't hold up because of how engrained they are into the game. The game would need to completely Rework/Visually Update several champions to try and change it's rating, and that's not worth it. In contrast to Grave's Splash art, which was live for what, two weeks? Took an artist probably a day or two to change to be compliant?

There's 0 excuse to continue this useless petition to bring back a cigar that he looks better without. It's not happening.

What truly makes the difference between T and M? I've seen complete Nudity in T rated games before. One of the few things that make League T for Teen actually is that language filter. If they didn't have it, they'd be forced into M because of the community. It's not weather or not they have a cigar.

Plus, the reason I heard from riot was that some areas Tobacco was illegal to sell, so it was so that they didn't have to worry about it over there. Problems are, it could have stayed the same here, and a cigarette is still tobacco.

Each game is rated by it's nations respective rating system. The ESRB isn't universal, and as with any rating system there will be content that should probably have had a different rating.

There had to be more to the decision than "this nation doesn't allow the sale of tobacco", so you're either miss remembering the context or the Rioter didn't explain the rest of the thinking behind it. Riot has also mentioned (I can't remember if it was before Graves's splash art or not) that they want to get all of the regions using the same splash art, so I doubt they would do a US only version for Graves.

Best laugh in game is riven; have you ever spammed her laugh while q'ing? It is the derpiest shit i've ever seen. It is seriously mind games, the enemy team is too busy laughing to fight back.
