I got 5 people to play with me in ARAM, and we won. But, I didn't get the pool party icon.
Is this a glitch or is everyone getting the stuff at the end?

You won't get the rewards until sometime next patch.

The rewards haven't been sent out yet. Here is the answer from the FAQs:
#When exactly do I get stuff during Rewards Week? It’s a little tricky to turn all this stuff on at once, but everything should be granted by 6/27. The only exception is the Mystery Champion, which will roll out by 7/1.
