So Why is the Tribunal Down Again?

So the tribunal has been down for a long time now, heck I don't think I've played league at a time when it has ever been up, and honestly I don't know why. I saw it was for an "update" but it has been down for, what, a year now? It really just seems like it is dead in the water but the body is being ignored. Honestly I just find it weird that it has been down for so long but is still in the new "Terms and Service" getting put into effect by Riot when it is suppose to be an updated version with more relevant information.

TL;DR I just want it brought back or deleted, I don't care which, but it's weird that it's in this state of limbo
