I feel like Lucain will be the #1 adc .. again... then he will be nerfed again. The cycle will continue. Feels bad.

It likely will be Caitlyn or Sivir. Siv's strong, and Caitlyn has been just under the OP mark for a little while now
Jinx and trist may come back. And corki is one buff from being back. Ezreal may come back too
Sivir is still very strong, and will probably be #1. As people said, I wouldn't be surprised to see Jinx come back into play, but the meta currently favors laning phase over scaling right now, so we'll see about that. Also, Corki ALWAYS gets buffed before Worlds (Riot loves him I swear). But I would image Sivir, Caitlyn, Luc might be the new top 3.
I might be a little bias, but I think instead of nerfing the top adc's they should buff other adcs to there lvl. I just really hate the tank meta and nerfing adcs only helps them :(
