Would this laptop get me at least 30 fps on High Settings?

Here's the link, I'm a low budget, and really want a laptop that has a 11.6 Screen, so I can take it with me anywhere and so the screen wont be so big. Thanks!

It doesn't even have a proper 3D graphics processor, just an intel HD.

Hi! I recently bought a laptop for my girlfriend, and she uses it for occasional light gaming amongst other things.

Her laptop actually has better specs than yours, and it lags with more than six or seven tabs open in a browser. It can still play older titles like Age of Empires and some newer indie titles, too. It's honestly a bit of a gamble, but there are quite a few websites that will let you test a pretend system for a specific title. Here's a link to a website I used to find out if my rig could handle some new AAA titles.
