Can someone good at league help me with some things?

Okay to start this off i just wanna say this is probably in the wrong board. Okay anyways I'm silver 5 and ive been here in silver since start of season 4 and i just dont know how to improve. I've tried rewatching my games, watching pro streamers, everything i could think of but i just can't seem to find what im doing wrong. I alawys either go like 5/1 in lane or 2/7. I dont know how to play safe, just farm up, I just dont know how to do anything if i dont completely roll over everyone. please help
